White House and DHS release new plan for National Preparedness Month

September 5 '06: As President Bush announced his administration's new National Strategy for Combating Terrorism, the Department of Homeland Security began the month-long National Preparedness Month. The Washington Post reported Tuesday the president's goal, on the heels of the fifth anniversary of the September 11 attacks would be to incorporate "our increased understanding of the enemy and sets the course for winning the War on Terror," a White House press release read.
President Bush said Tuesday that the war "is a different kind of war. ... Not only are we fighting our terrorist enemies on the battlefield, we are promoting freedom and human dignity as alternatives to the terrorist's perverse vision of oppression and totalitarian rule."Under his revised plan, the president said a multi-national force, led by the US would work to "Defeat violent extremism as a threat to our way of life as a free and open society; [and] Create a global environment inhospitable to violent extremists and their supporters." Additionally, President Bush said his new plan would work for "developing a culture of preparedness. This culture of preparedness rests on a shared acknowledgment of the certainty of catastrophes; the importance of initiative and accountability at all levels of society; the role of the citizen and community preparedness; and a delineation of the roles of each level of government and the private sector in creating a prepared nation." DHS has organized more than 1,150 "public and private sector organizations representing every state in the nation are promoting emergency preparedness," in coordination with White House's new National Strategy. Throughout September, member organizations will highlight "the importance of individual emergency preparedness and encouraging Americans to get an emergency supply kit, make a family emergency plan and be informed about the different types of emergencies" that can happen.
