February 15 '08: The American Chemistry Council has published the Responsible Care Management System which outlines the ways in which railroad companies can work to cover "community awareness and emergency response, security, distribution, employee health and safety, pollution prevention, process safety and product stewardship," Earth 911 reported.
extends through a network of trained response officials who "are trained and outfitted to handle the response to small Non-Accident Releases, as well as major releases. ... This support team has responsibility for monitoring all emergency response, mobilizing remediation and response contractors, and lending technical support when necessary." The RCMS Technical Specification publication is divided into five sections: Element, Explanation, Suggested Implementation Activities, Responsible Care Code References and Examples of Excellence. The goal of the RCMS certification is to give chemical carriers the opportunity to improve transportation safety.
